Important Update for Dubai Trade Users

Dawia Businessmen Administrative Services LLC wishes to bring to your attention an important update issued by Dubai Customs, in cooperation with Dubai Trade, concerning the submission of customs declarations and claims through the Dubai Trade platform and Mirsal system.

Effective 10 May 2026, authorized users will be able to submit customs declarations and claims using UAE Pass digital identity authentication. This will allow eligible users to authenticate and sign submissions through UAE Pass, as an alternative to the existing digital certificate authentication method. The current digital certificate process will continue to operate in parallel until further notice. Dubai Trade has also confirmed that UAE Pass authentication will apply from 10 May 2026, while the existing digital certificate mechanism remains available alongside the new option.

For companies involved in import, export, customs clearance, logistics, trading, or customs claim submissions, this update is operationally important. It affects how authorized users access, sign, and submit official transactions on behalf of their companies.

UAE Pass is the UAE’s national digital identity and signature solution, allowing users to access digital services and authenticate themselves through a secure, government-recognized platform.

1. UAE Pass will provide secure identity verification

UAE Pass will allow authorized users to authenticate themselves through a unified national digital identity when submitting customs declarations and claims. This adds a stronger layer of identity verification and supports a more reliable digital submission process.

2. Emirates ID details must match

One of the most important requirements is Emirates ID alignment. Dubai Trade has confirmed that the system will match the Emirates ID details registered in Mirsal with the details linked to the user’s UAE Pass account. If these details do not match, the user may face difficulties submitting declarations or claims through UAE Pass.

Companies should therefore verify that all registered user details are correct before the implementation date.

3. Group company users can link multiple entities

The UAE Pass mechanism will support users affiliated with multiple companies within a group. This means an authorized user may link their UAE Pass credentials to several associated companies on Dubai Trade and submit declarations or claims for those linked entities through the same UAE Pass login.

This may be useful for business groups, trading groups, logistics operators, and companies operating through multiple entities. However, each company should ensure that the user is formally authorized to act on its behalf.

4. Basic UAE Pass accounts will not be accepted

Users with a Basic UAE Pass account, SOP1, created only with an email address and mobile number and without Emirates ID verification, will not be permitted to submit customs declarations or claims.

Only users with the following verified UAE Pass account types will be allowed:

Advanced UAE Pass account, SOP2
Qualified UAE Pass account, SOP3

Both require Emirates ID verification.

Company responsibility

Companies remain responsible for managing the authority granted to their users.

This means each company should regularly review who is authorized to submit declarations, customs transactions, and claims on its behalf. This is especially important when an employee leaves the company, changes role, or is no longer permitted to act as an authorized user.

Outdated access rights can create operational, financial, and compliance risks. This update is therefore a timely opportunity for companies to clean up their internal user records and ensure that only the correct individuals have access to customs-related services.

Recommended actions before 10 May 2026

Dawia strongly recommends that companies complete the following checks before the UAE Pass authentication mechanism goes live:

  1. Review all users registered under your company on Dubai Trade and Mirsal.
  2. Confirm who is authorized to submit declarations and claims.
  3. Ensure each authorized user has an active UAE Pass account.
  4. Upgrade UAE Pass accounts to SOP2 or SOP3, if required.
  5. Verify that Emirates ID details are correctly updated in the customs registration system.
  6. Confirm that Emirates ID details match the user’s UAE Pass account.
  7. Remove access for former employees or users who are no longer authorized.
  8. For group companies, confirm that UAE Pass is correctly linked to all relevant entities.

Taking these steps early will help reduce the risk of failed submissions, access issues, or customs processing delays after the implementation date.
